Terry D. Cooper, DHSc, MS, MPH, CEM

Born and raised in Florida, Dr. Terry D. Cooper, MS, MPH, LSSGB, CEMĀ®, is a public health and emergency management professional with over 20 years of experience in public health, forensic mental health, and emergency management. Dr. Cooper is a Certified Emergency Manager, a member of the International Association of Emergency Managers (IAEM), a Master Exercise Practitioner, and a graduate of the National Emergency Management Advanced Academy. His research interests include interprofessional education for the distributed functions of emergency management and the professionalization of the field of emergency management. Dr. Cooper, a William Averette Anderson Fund (BAF) Alumnus, is a member of the Connecticut Public Health Association (CPHA), the American Public Health Association (APHA), the Association for Continuity Professionals (ACP), and the Black Doctoral Network (BDN).

Dr. Cooper earned his Bachelor of Science in Food Science from the University of Florida and his Master of Science in Emergency Management, Master of Public Health, and Doctor of Health Science in Educational Leadership from the University of New Haven. Since January 2025, Dr. Cooper has served as Clinical Assistant Professor and Program Director of the Emergency Management Program at Adelphi University.
